TSI Turtle Services (TSI) was engaged by a Northeast utility to find opportunities to improve the availability and reliability of system-wide services in multiple generating stations through the implementation of redundancy within the existing Continuous Emissions Monitoring System (CEMS).
CEMS are critical to:
• Maintain Production
• Protect against lost production
• Protect against unplanned interruptions or a unit forced outage
• Ensure regulatory compliance
TSI proposed opportunities to improve CEMS availability and reliability. The CEMS are required to have 90 percent availability, which comprises both reliability and maintainability. Reliability is the likelihood that a device will perform its intended function when needed; maintainability is the ability for a system to be changed or repaired without system interruption.
TSI performed an assessment of the existing CEMS control, computer and network infrastructure. Considerations for full system redundancy included complexity, cost and practicality.
The Industrial infrastructure requires more thought, identification and planning due to the variation of configured devices, including:
• Programmable logic controllers (PLCs)
• Network, client and data collection systems
This meant that the implementation plan needed to integrate virtualization, backup power, redundancy and backup of equipment and configured devices.
TSI improved CEMS availability to 95 percent. In addition to system redundancy, TSI established centralized asset management to enable recovery in the event of a failure and established consistent documented procedures so that personnel could manage their own infrastructure.
